    : This is a seal used for embossing paper. I believe it is made out of brass or bronze with some kind of small broken metal (different metal) attachment on the edge (see pictures).
    History:
    The Army and Navy Union was a universal U.S. military veterans organization founded in 1888.
    Capt. Charles Henry Manning (b. June 9. 1844 in Baltimore, Maryland – d. April 1, 1919 in Manchester, New Hampshire) was an engineer and U.S. Navy officer. Manning was a graduate of Harvard (1862) and joined the U.S. Navy during the American Civil War. Manning served on the USS Adelaide where he conducted experiments on superheated steam and later on the USS Dacotah. After the war, Manning served as an instructor at the U.S. Naval Academy. Manning left the Navy in 1882, and was hired as Chief Engineer with the Amoskeag Manufacturing Co. in Manchester, New Hampshire. During the Spanish-American War, Manning returned to duty with the U.S. Navy serving as Chief Engineer at the Naval Station in Key West. Manning was put on the retired list in 1911.
