Francis Preston Blair Sands (1842–1928) hailed from a prominent military family that included his father, Rear Admiral Benjamin Franklin Sands. During the Civil War, he joined the US Navy and served with the North Atlantic Blockading Squadron on the warships

Acting Ensign, 9 December, 1862. Acting Master, 31 January, 1865. Honorably discharged 18 February, 1867. He is buried in Arlington National Cemetery.
Auction includes an address by F. P. B. Sands to comrades of the District of Columbia, Loyal Legion on March 6, 1912.
